The Philippine Institute of Traditional and Alternative Health Care (PITAHC) was a special program of government organized to promote and advocate traditional medicine natonwide. It was organized in 1992, by the Department of Health (DOH), through the former Health Secretary and incumbent Senator Juan Flavier, by the virtue of Administrative Order No. 12. In order to institutionalize the program, the drafting of a traditional medicine law started in 1994. Then in 1997, President Fidel V. Ramos, appreciating the potential of traditional medicine in our health and economy, included this as one of his administration's pole-vaulting strategies.

Basically, the DOH has three major roles in the health sector: (1) leadership in health; (2) enabler and capacity builder; and (3) administrator of specific services. Its mandate is to develop national plans, technical standards, and guidelines on health.
