The
National Council on Disability Affairs
(NCDA) is mandated as the government policy-making, planning, monitoring,
and advocacy body for the prevention of the causes of disability, the rehabilitation
of persons with disabilities, and the equalization of opportunities for these
persons in a rights-based society. The NCDA shall lead in the implementation of
programs and projects for the disabled.
