The Office of Transportation Cooperatives (OTC) is an attached agency of the Department of Transportation and Communications (DOTC) that is tasked to administer and/or manage the promulgation and implementation of rules and regulations governing the promotion, organization, registration (accreditation) supervision, and development of the transportation cooperatives nationwide pursuant to E.O. 898 dated May 28, 1983.
